Accompanying agricultural structural change in rural areas through the creation of new employment and income opportunities outside the traditional agricultural sector

The study is based on an analysis of patterns of agricultural change in Germany. The data used are based on NUTS III. Problem regions with a more significant decline in agricultural income and employment are identified. The existing measures in support of the creation of new employment and income opportunities outside the traditional agricultural sector are evaluated. Recommendations are made with respect to a more coherent policy in support of alternative economic activities in rural areas. Related issues covered are the involvement of non-governmental organisations in rural diversification, the question of public investment and of private sector investment and, finally, the legislation and fiscal regulations that affect rural diversification.
