Interim evaluation PLENUM Tübingen

PLENUM stands for the state of Baden-Württemberg's project for the conservation and development of nature and the environment. The aim of the funding is a nature conservation-oriented regional development that ensures a sustainable and nature conservation-compatible use of the cultural landscape along various utilisation and value-added chains. The PLENUM area of Tuebingen is currently the only area in Baden-Wuerttemberg. It was launched in 2013 and the first funding period will run for seven years. Unique is the implementation by the association VIELFALT, which combines the tasks of the Landschaftserhaltungsverband and the PLENUM project area. Furthermore, with the implementation of PLENUM, the association wants to consider not only the interests of nature conservation-oriented regional development but also those of people with disabilities, long-term unemployed as well as refugees in terms of participation.
On behalf of the Landesanstalt für Umwelt, Messungen und Naturschutz Baden-Württemberg (LUBW), the IfLS carries out the interim and mid-term evaluation of the PLENUM model region Tübingen. Like other regional development programmes, PLENUM thrives on the voluntariness of local actors. The population, land users and consumers are committed to the sustainable development of their environment and the implementation of nature conservation objectives through utilisation strategies.
The LUBW commissioned the IfLS in cooperation with the Institut für Botanik und Landschaftskunde Breunig, Karlsruhe to record and document the results of the PLENUM funding, as it had already done for the predecessor areas. In addition to the nature conservation effects, the socio-economic effects are also in focus. The IfLS draws on extensive previous experience with evaluations of socio-economic effects of funding instruments, particularly in nature conservation-oriented regional development. In addition to the use of various methods of data collection (questionnaires, evaluation of databases), instruments such as guideline-based focus group discussions are also used in order to gain as comprehensive a picture of the region as possible within the framework of the evaluation.

The results serve the state of Baden-Wuerttemberg on the one hand as documentation of the funding effects, but also as a basis for the future design of the funding landscape. The report is now available online (in German).
