Since 2023, the federal government and the states have been implementing a National Strategic Plan in Germany for the first time, based on the European Union’s Common Agricultural Policy. In previous years, the states in federal Germany had still been implementing their own rural development programs. In the future, the implementation and effectiveness of the CAP Strategic Plan for Germany will also be evaluated as a whole.
At the same time, the state of Brandenburg has planned a separate monitoring and evaluation of funding measures specifically tailored to the evaluation needs of the Brandenburg/Berlin region.

The IfLS, together with entera from Hanover and Regionalforschung & Beratung from Bitterfeld, has been commissioned to conduct such an evaluation. Selected interventions from the CAP Strategic Plan in the area of the EAFRD and the second pillar of the CAP for the regions of Brandenburg and Berlin are to be evaluated by 2029.
The following interventions fall under the responsibility of the IfLS:
- EIP-AGRI (European Innovation Partnership for Agricultural Productivity and Sustainability)
- Settlement grants for young farmers
- Individual investments in agricultural enterprises
- State water management.
