The IfLS has been commissioned by the Federal Ministry of Food and Agriculture (BMEL) to carry out the ex-ante evaluation of the national 'CAP Strategic Plan' for the Federal Republic of Germany. The Strategic Environmental Assessment is carried out in parallel by entera from Hannover. The ex-ante evaluation improves the quality of the design of the Strategic Plan and assesses whether the objectives and intentions can be achieved.
The ex-ante evaluation is designed as an accompanying process of programme development. Essentially, it comprises the assessment of the description of the initial situation, the SWOT-Analysis (analysis of strengths, weaknesses, opportunities and threats), the needs analysis and the support in developing the intervention logic of the Strategic Plan. The commission also includes the evaluation of the planned monitoring, data collection and implementation modalities.
