The Institute for Rural Structural Research (IfLS), in collaboration with two partner organisations (USV-Agrar and WIFO – Austrian Institute of Economic Research), is carrying out the evaluation of the German CAP Strategic Plan.
The client is the Federal Ministry of Agriculture, Food and Home Affairs.
The focus is on assessing four specific objectives of the CAP Strategic Plan Regulation:
• SO 1: Income support and resilience of agricultural holdings
• SO 2: Competitiveness and market orientation
• SO 3: Strengthening agricultural holdings in the value chain
• SO 7: Support for young farmers and business start-ups in rural areas
The evaluation assesses how effective, efficient and appropriate the measures of the CAP Strategic Plan are, how well they interact, and what added value they generate at EU level. The IfLS assumes technical responsibility for SO 7 as well as for the sectoral programmes under SO 2 and SO 3. The partner offices bear primary responsibility for SO 1, SO 2 and SO 3. The aim is to provide clear and practice-relevant findings that will lead to the further development of CAP funding in the specified areas.
