Evaluation of the CAP Strategic Plan (CAP-SP) for the 2023–2027 programming period - Lot 5: AKIS and the cross-cutting objective “Knowledge, Innovation, and Digitalization”

The IfLS, in collaboration with the University of Hohenheim, b&s GmbH and ATB gGmbH, is conducting the evaluation of the cross-cutting objective “Promoting knowledge, innovation and digitalisation in agriculture and rural areas” as part of the (interim) evaluation of the national CAP Strategic Plan.

The client is the Federal Ministry of Agriculture, Food and Home Affairs (BMLEH).

The evaluation mandate focuses on:

  • assessing the implementation of AKIS-relevant interventions (in particular EL-0701 – Networks and Cooperation, EL-0702 – EIP-Agri, EL-0801 – Advisory Services and EL-0802 – Skills Development),
  • the identification and assessment of the contribution of AKIS-relevant interventions to the Agricultural Knowledge and Innovation System (AKIS) in the federal states and in Germany,
  • the identification of proposals for the further development of the AKIS,
  • and the evaluation of the networking activities of the German Networking Agency for Rural Areas (DVS).

The evaluation follows European guidelines for assessing effectiveness, efficiency, relevance, coherence and EU added value. The aim is to provide clear and practical insights that contribute to the further development of CAP funding in the areas of knowledge, innovation and digitalisation.
