Elaboration of the Local Integrated Rural Development Strategy for the Region 'From Rhine to Wine'

The Local Action Group (LAG) in formation 'From Rhine to Wine' applies for the first time for recognition as a LEADER region for the funding period 2021-2027. In addition to the establishment of cooperation structures in the form of a regional partnership, a region-specific Local Integrated Rural Development Strategy (LILE) is required. This strategy describes the regional challenges, needs for action, potentials and development goals. On this basis, the IfLS develops a mission statement for the region together with regional stakeholders and defines fields of action for the implementation of concrete measures.

Due to the location in the Rhine valley on the German Wine Route along the Palatinate Forest, it is important to take into account the historical links between agriculture and viticulture and to weave the diverse aspects of the natural and cultural landscapes into the fields of action of the LILE 2021-2027. Special attention is paid to the integration of the LILE into already existing regional and supra-regional concepts and planning. An example of this is the Palatinate tourism strategy, which aims to open up nature and the pleasures of the Palatinate for guests in five thematic pillars.

The development process takes account of the change in participation culture. In addition to face-to-face workshops, various digital participation formats and tools for online communication and collaboration are used in the course of the strategy process. The Kobra consulting center from Landau supports the IfLS on site.

The process is divided into the following implementation steps:

  • Description of the initial situation, socio-economic regional analysis, SWOT and needs analysis
  • Ex-ante evaluation
  • Mission statement and development strategy
  • Action plan & implementation concept

The strategy process will take place over the course of nine months from May 2021 to January 2022.
