The EU’s Common Agricultural Policy entered a new funding period in 2023, bringing with it significant changes to agri-environmental support. The nationwide eco-schemes were introduced alongside the federal state-specific agri-environmental and climate measures (AUKM).
The AUKM may be implemented either on top of or in addition to the eco-schemes. This has increased the programming burden for the federal states and means an even more complex framework for potential funding recipients.
Experience with implementation to date highlights a clear need to design the existing instruments and their interaction more effectively and efficiently – particularly with a view to the next funding period from 2028.
In this context, the ‘BiodivGAP’ project, funded by the Federal Agency for Nature Conservation (BfN), makes an independent contribution to the evaluation of the environmental CAP measures of the current funding period. Furthermore, the foundations are being laid for a more coherent and targeted further development of the current agri-environmental support system.
This is based on a compilation of the environmental measures under the second pillar set out in the CAP Strategic Plan 2023–2027; in addition to area-based measures, this also includes other measures such as non-productive investments or advisory services. Furthermore, the interaction between AUKM and the eco-schemes is examined. In BiodivGAP, proposed support measures are assessed in terms of their potential impact on biodiversity, whilst the abiotic environmental impacts are examined in a sister project funded by the Federal Environment Agency. Both projects are closely interlinked.
The IfLS is carrying out the BiodivGAP project in collaboration with entera – Environmental Planning and IT and the Chair of Agricultural Economics at the University of Rostock.
