The objective of the study is to provide DG AGRI of the European Commission with a comprehensive analysis and a critical review of all aspects related to crisis situations (both on crisis prevention and on crisis management), its impact and practices, in order to improve focus and the effectiveness of the Common Agricultural Policy and to raise its contribution to the European Union’s priorities. This study needs to take into account the perspectives of the different private and public actors involved, and contributes to future policy considerations, including the most appropriate choice of policy instruments to be better prepared to combat future crises.
