Monitoring and evaluation of agri-environmental schemes in Hesse (HEKUL and HELP)


The objective of the project is to examine to what extent the objectives of the Hessian agri-environmental schemes established under Regulation 2078/92 have been achieved. In the analysis, a differentiated regionalised indicator system has been used for both analysing the existing schemes as well as designing future agri-environmental policy measures. Analyses are based on existing agricultural and environmental data on the one hand, and on information obtained through case studies, including farm household questionnaires and key person interviews on the other. Economic-ecological farm analyses were carried out for typical farms and the different regions in Hesse using the PC-based MSBB system. The main recommendations include the need for adopting a more result-oriented approach in programme design and the need for more targeted measures. The need for linkages with other RD measures particularly in the field of processing and marketing is emphasised.
