Elaboration of the Local Integrated Rural Development Strategy for the LEADER Region Rhine-Haardt


The Local Action Group (LAG) Rhine-Haardt has been a recognized LEADER region in Rhineland-Palatinate since 2015 and is now applying for recognition for the LEADER funding period 2021-2027 in order to continue its previous work. For this purpose, a new region-specific Local Integrated Rural Development Strategy (LILE) is required, which builds on the previously prepared LILE of the 2014-2020 funding period, but is further developed with regard to regional needs, challenges, potentials and goals as well as higher-level framework conditions.

Due to its location between the Upper Rhine lowlands and the Haardt Mountains, the new LILE 2021-2027 must also take into account the historical links between agriculture and viticulture and further develop aspects of the Rhine-Neckar metropolitan region as a place to live and work. Special attention is also paid to the integration of the LILE into already existing regional and supraregional concepts and planning.

The development process takes account of the change in participation culture. In addition to face-to-face workshops, various digital participation formats and tools for online communication/collaboration are used in the course of the strategy process. The Kobra consulting center from Landau supports the IfLS on site.

The process is divided into the following implementation steps:

  • Description of the initial situation, socio-economic regional analysis, SWOT and needs analysis
  • Ex-ante evaluation
  • Mission statement and development strategy
  • Action plan & implementation concept

The strategy process will take place over the course of 10 months from April 2021 to January 2022.
