Evaluation report on the national "CAP strategic plan" published


The next funding period of the Common Agricultural Policy (CAP) of the European Union begins in 2023. The member states have to submit national strategy plans for this. The strategy plan defines how the allocated EU funds are used to achieving the CAP objectives in the areas of agriculture, environment and rural areas. Here, ex-ante evaluations help to improve the strategy plans.

The IfLS was commissioned by the Federal Ministry of Food and Agriculture (BMEL) together with the Thünen Institute, entera and BonnEval to carry out the ex-ante evaluation of the national strategy plan for Germany. In accompanying evaluation steps, early drafts of strategy plan chapters were commented on and recommendations for improvements were formulated. Many of these suggestions were taken up by the client. Shortly before submission, the strategy plan was subjected to a final evaluation.

The BMEL submitted the Strategic Plan to the EU for approval on 18 February 2022. The summary and the recommendations of the ex-ante evaluation were attached as an annex. This information is available here [in german]. The detailed evaluation report will also be available on this site soon.
